To, His Excellency,
Sir John Bowring:
Hong Kong 10th December 1855
We the undersigned on behalf of the majority of Leaseholders of Marine Lots in the Town of Victoria beg respectfully to address your Excellency with reference to the Government notification No.53 in the Gazette of 10th November last by which we perceive that the Government have in contemplation a project for the formation of a Praya by filling in ground along the sea front of the Town from the Parade Ground to Possession Point the whole expense of which it is proposed should be borne by the Occupants of Marine Lots.
In consequence of the above notification a Meeting of holders of Marine Lots was convened on the 30th inst. the Resolutions of which we beg to annex.
In the Statement laid before your Excellency are set forth various Arguments showing the advantage to be derived from the Scheme. To these we are unable to subscribe feeling that the propositions named are unnecessary for Public convenience while they interfere with private interests.
We have been deputed to wait upon your Excellency for the purpose of explaining more particularly the views of the majority of holders of Marine Lots in the full belief and hope that the views and wishes of those so deeply interested will be allowed due weight with your Excellency, when considering the bearings of the Case. We would therefore merely refer to a few of the leading objections entertained towards the proposed measure.
